At the Q2 2026 CBAM certificate price of €75.28 per tonne of CO2e, one tonne of hot-rolled flat steel costs €163.35 from China, €253.86 from India and €100.50 from Türkiye in CBAM certificates at the EU default values. The median across 32 origins is €100.17. The index covers 6 products in all five CBAM sectors and every origin the EU lists, and is free to reuse under CC BY 4.0.
- Hot-rolled flat steel: €6.31 to €580.95 per tonne, median €100.17
- Rebar: €6.75 to €581.39 per tonne, median €96.43
- Unwrought aluminium: €23.13 to €160.37 per tonne, median €23.13
- Urea: €28.84 to €286.59 per tonne, median €50.89
- Grey Portland cement: €21.50 to €74.50 per tonne, median €43.03
- Hydrogen: €0.00 to €1,832.48 per tonne, median €522.46
Since Q1 2026: the certificate price moved from €75.36 to €75.28 (-0.11%). The default values did not change between the two editions, so every 2026 cost moved by the same percentage.

How the index is calculated
- Cost per tonne = (default value for the year − CBAM factor × benchmark) × certificate price, never below zero. The same formula and code as the calculator.
- Default values: Commission Implementing Regulation (EU) 2025/2621, as amended by Commission Implementing Regulation (EU) 2026/1740, including the mark-up the regulation adds for each year. Benchmarks: Implementing Reg (EU) 2025/2620, the 2026–27 values for 2026 and 2027, the 2028–30 values for 2028.
- CBAM factor (the share of the benchmark still deducted as free allocation): 97.5% in 2026, 95.0% in 2027, 90.0% in 2028. Cross-sectoral correction factor 1.
- Certificate price: €75.28, the official price for imports from 1 Apr 2026 to 30 Jun 2026, published by the Commission on 6 Jul 2026.
- The 2027 and 2028 columns hold the price at €75.28 to show the effect of the rising mark-up and the free-allocation phase-out alone. They are not price forecasts. 2028 figures follow the schedule in force. A Commission proposal of 17 Jul 2026 (COM(2026) 616, not adopted) would change free allocation from 2028 onwards.
- Assumes no carbon price was paid in the country of origin and no verified actual emissions. Verified emissions usually come in below the defaults.
