CBAM for fertiliser importers

Fertilisers · importer guide

CBAM covers 27 CN codes for fertilisers, with default values for 90 countries. At the Q3 2026 certificate price of €82.32, a tonne of urea (CN 3102 10 19) imported in 2026 on default values costs €31.53 to €313.39 in certificates depending on origin, median €55.64.

What is covered

CBAM covers nitric acid, ammonia, potassium nitrate, urea, ammonium nitrate and sulphate, and the nitrogen-based mixed fertilisers such as NPK, DAP and MAP. 27 CN codes in this sector carry a default value. To check one code, use the scope checker.

Typical default values and cost per tonne

Defaults are tCO2e per tonne of product for 2026, mark-up included, as medians across the origins with their own value. Cost is certificates per tonne after the free-allocation deduction, at the Q3 2026 price of €82.32, from the Q3 2026 cost index.

What applies to fertiliser importers

  • Fertiliser defaults count indirect emissions as well as direct ones. For nitric acid and the nitrate-based fertilisers, nitrous oxide counts as well as CO2.
  • The mark-up is 1%, flat from 2026, not the 10% to 30% schedule the other sectors carry.
  • An importer whose CBAM goods total no more than 50 tonnes net mass in a calendar year is exempt. The 50 tonnes are cumulative across iron and steel, aluminium, cement and fertilisers, not per consignment.
  • Certificates for 2026 imports go on sale from 1 February 2027 and are surrendered with the annual declaration by 30 September 2027.

The actual-emissions lever

Most of the emissions sit in the ammonia, and for nitrates in the nitrous oxide from making nitric acid. A plant with nitrous-oxide abatement, or low-emission ammonia, can sit well below its country's default. With a 1% mark-up the default is close to the country average, so the saving depends on the plant beating its country, not on escaping a mark-up.

To collect the figures, send the producer the supplier emissions questionnaire. How defaults and verified data compare is in CBAM default values explained.

Frequently asked questions

What does CBAM cost per tonne of urea?
At the Q3 2026 certificate price of €82.32 per tonne of CO2e, 2026 imports of urea (CN 3102 10 19) at the default values cost €31.53 to €313.39 of certificates per tonne across 90 origins, median €55.64. Origins without their own value use the Other countries figure, €153.75 per tonne. The figure is after the free-allocation deduction and before any carbon price paid at origin.
Which fertiliser products does CBAM cover?
27 CN codes carry a default value: nitric acid (2808), anhydrous and aqueous ammonia (2814), potassium nitrate (2834 21), the nitrogen fertilisers of heading 3102 (urea, ammonium sulphate, ammonium nitrate, UAN and others) and the mixed fertilisers of heading 3105 (NPK, DAP, MAP and others).
Why is the fertiliser mark-up lower?
The default-value regulation sets the fertiliser mark-up at 1% from 2026 onward, against 10% in 2026, 20% in 2027 and 30% from 2028 for cement, iron and steel, aluminium and hydrogen. The certificate obligation still grows each year as free allocation is withdrawn.
Does the 50-tonne exemption apply to fertilisers?
An importer whose CBAM goods total no more than 50 tonnes net mass in a calendar year is exempt. The 50 tonnes are cumulative across iron and steel, aluminium, cement and fertilisers, not per consignment.
